# Act on foreign trade in goods of strategic importance

Act of 29 November 2000 on foreign trade in goods, technologies and services of strategic importance for state security and for the maintenance of international peace and security (ustawa o obrocie z zagranicą towarami, technologiami i usługami o znaczeniu strategicznym dla bezpieczeństwa państwa, a także dla utrzymania międzynarodowego pokoju i bezpieczeństwa)

## Key obligations

- Obtaining an individual or global authorisation or using a national general export authorisation (Art. 7(1))
- Keeping records of trade in goods of strategic importance and retaining documents for 5 years (Art. 25(1) and (3))
- Annual information on trade under general authorisations by the end of Q1 – in the new wording for the first time for 2026 (Art. 26(1))
- Export, import and transit of goods of strategic importance through designated customs and tax offices (Art. 20(1))

## Competent authority

Minister responsible for the economy – trade control authority (Art. 3(10)); advisory authorities (Art. 3(11))

## Penalties

Trade without authorisation – imprisonment from one to 10 years (Art. 33(1)); fine for a legal person of up to PLN 200,000 (Art. 37).
