# Economic sanctions against Russia (Regulation 833/2014)

Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine

## In brief

Prohibition on imports from Russia of, inter alia, copper (matte, anodes, cathodes, scrap, wire), aluminium (unwrought, scrap, semi-finished products), nickel, zinc, Cu/Ni/Pb ores and steel products. Latest amendment: Regulation 2026/1848 (21st package, in force from 24.07.2026).

## Key obligations

- Prohibition on purchasing, importing or transferring into the EU goods listed in Annex XXI originating in or exported from Russia, inter alia CN 7408, 7601, 7604–7608 (Art. 3i(1))
- From 24.04.2026 the prohibition also covers CN 7401–7404, 7406, 7503–7505, 7602, 7603, 7610, 7612, 8102, 8104, 8105 (Art. 3i(1), Annex XXI; Regulation 2026/506)
- From 24.07.2026 the prohibition covers ores and concentrates of Cu, Ni, Pb and precious metals (CN 2603, 2604, 2607, 2616) and zinc CN 7901 (Annex XXI; Regulation 2026/1848)
- Contracts concluded before 24.04.2026: execution until 25.07.2026, CN 7403 19 until 25.01.2027; contracts concluded before 24.07.2026 (ores, CN 7901) – until 25.10.2026 (Art. 3i(3be)–(3bg))
- Unwrought Al CN 7601: contracts concluded before 25.02.2025 executed from 26.02 to 31.12.2026 up to a total of 50,000 t (Art. 3i(3ch))
- Prohibition on imports of iron and steel products listed in Annex XVII, including those processed in a third country from Russian input; proof of origin of the input (Art. 3g(1)(a), (d))

## Competent authority

Competent authorities listed in Annex I (for PL: Ministry of Foreign Affairs (MSZ) – gov.pl/web/dyplomacja/sankcje-miedzynarodowe); customs control – National Revenue Administration (KAS) (heads of customs and tax offices)

## Penalties

Art. 8 of the Regulation – penalties laid down by the Member State; in PL Art. 15(1)(2) of the Act of 13.04.2022 (inter alia infringement of Art. 3g(1), Art. 3i(1) or (2)) – imprisonment of not less than 3 years.

- 31.12.2026: End of the transitional period for CN 7601 – 50,000 t limit (Art. 3i(3ch))
- 25.01.2027: End of execution of contracts concluded before 24.04.2026 for CN 7403 19 (Art. 3i(3bf))
- 01.10.2028: Prohibition on imports of steel products processed from Russian CN 7207 12 10 and 7224 90 (Art. 3g(1)(d))

## Pending changes

Council acts of 12.10.2026 (Implementing Regulations 2026/2281 and 2026/2292) concern only listings of persons under Regulation 269/2014; no amendment of Regulation 833/2014 after Regulation 2026/1848 (according to the Publications Office of the EU index as at 22.10.2026).
